Disaster Debris Management

Debris management
planning is essential to diverting large volumes of
disaster generated waste from disposal. A single
disaster can generate years of waste and undue many
years of advances in solid waste recycling and
recovery.

SPEAKERS
Dennis Burton serves in the
Department of Homeland Security’s Federal
Emergency Management Agency as a Public
Assistance Officer, Response and Recovery
Division. He serves as Public Assistance
Preliminary Damage Assessment coordinator on the
Emergency Response Team in the Federal response
to major disasters.
Julie Selvin is a Facilities
Engineer with Oregon Emergency Management, and
the State’s Public Assistance Officer after a
Presidentially declared declaration. Julie is
responsible for overseeing the implementation of
the Public Assistance Program and has been
involved in three Presidential declarations,
including Hurricane Katrina.

Les Miller is the Portland
District, US Army Corps of Engineers Emergency
Manager. He manages a control works inspection
program, all hazards emergency preparedness
program and emergencies receiving Corps
assistance. He is also an Emergency Support
Function #3, Public Works and Engineering,
Assistant Team Leader. He has deployed to
disasters through out the South Atlantic and
Gulf states, most recently to New Orleans,
Louisiana following Hurricane Katrina.
Abby Kershaw is the Section
Director for Financial & Recovery Services with
Oregon Emergency Management. Abby is responsible
for the administration of federal disaster
relief as well as federal mitigation funding
after a Presidentially declared disaster. Abby
is also the State’s EMAC Coordinator. She has
participated in 10 Presidential Major Disaster
declarations since 1990, and is also the current
State Coordinating Officer for the Hurricane
Katrina Emergency Declaration.

Jerry Christensen is the Portland
District, US Army Corps of Engineers Chief,
Civil and Environmental Engineering Section
Chief. He manages many multifaceted water
resource development and environmental
restoration projects himself or through his
staff. He is also a Debris Management Mission
Manager for Portland District. He was most
recently deployed to Mississippi following
Hurricane Katrina.

Melody Adams is a Project Manager
in the Solid Waste division for Shaw
Environmental, Inc. Melody has worked for Shaw
for the last 5 ½ yrs in landfill design,
storm water design and geosynthetics.

Mr. Jacobson is an Associate
Planner with Metro Solid Waste and Recycling.
Mr. Jacobson is Metro’s Construction Industry
Recycling Program Manager, working closely with
the Metro region building industry to create
waste reduction programs.
